Can anyone solve this mystery? What is this antique knife for?

Someone showed me this thinking I might know what it was for. I have no idea! It is in perfect condition and looks like it has never been used. The handle is bone scales on steel. The handle forms tongs.

The markings on the box say:

By Appointment to His Majesty
Harrison Bros & Howson Sheffield, England.
Corporate Mark Alpha granted by the Cutler Company 1836

The handle is strange. It is like a pair of tongs with a serrated edge. The only idea I have is that it might have been an ice pick with the tongs to pick up the bits of ice.
